A scrolling view like Evince?

I love this feature of the default document viewer, and was wondering if you would be able to implement a similar feature

I've tried to do this, but it seems that I'd need to copy Evince's internals to do that.
Which means, we'd have Yet Another Duplicated Evince Viewer™ (YADEV).
