Load and Save file dialogs do not remember the current directory

What steps will reproduce the problem?

1. Select "Load picture" from the menu.
2. Navigate to a directory containing AGI pictures and select one to load.
3. Now select "Load picture" from the menu again.

What is the expected output? What do you see instead?

It is expected that PICEDIT will remember the previously used directory when 
opening the file dialog again. Instead it defaults to the user's home directory 
every time. It would be nice if it defaults to the current directory, including 
on the first invocation.
