The AntiSpam cog sucks

problems:

• the salt in the hash should be per user, not global
• bot does not know what commands (eg @poketwo pokemon) are and thinks they are spam
• bot fails badly (if a user continues to spam after they are quarantined it will continue to ping moderators)
• we probably don't need to ping all ~20 moderators, we can probably get away with pinging 3-4 people
• there needs to be an easy way to shut the cog off without kicking peregrine from the server
• moderation is hard...
