Multinetwork Omission Semantics

Should omission of the multinetwork field imply multinetwork data or single network data?
The current semantics is that omission implies multinetwork data, seems counter intuitive, but probably makes recursive functions simpler.

My two cents
Most of the use cases are single network cases, so, to me, this would favor single network as the default implication....

I am inclined to agree, just need to check it does not break things massively in the PowerModels data handling functions.
