"Hide Image Uploader" scrolls the page

If l click "Hide Image Uploader" it scrolls the page so that the image uploader is something like 20%ish of the way down the viewport. Clicking "Show Image Uploader"doesn't scroll the page, and toggling "Shack Tags Legend" also doesn't. A valid fix would be to remove the toggle completely; we could just show the image uploader (and the tags legend) unconditionally.
