Adding a continuous integration flow to publish Lato at GitHub Releases

First of all a huge thank you to tyPoland / Lukasz Dziedzic and @twardoch for such the great Lato font and for maintaining this repository!

The Open Geospatial Consortium has recently migrated its PDF font to Lato (through the usage of Metanorma) and our readers have been liking this change.

As a user of Lato we have run into a few operational issues that could be solved:

  1. The latest Lato fonts (3.100dev) are not available from the official website.
  2. The official website font link becomes unavailable occasionally. (e.g. fontist/formulas#112)

@twardoch would you be open for us to contribute an automatic GitHub Actions workflow that automatically publishes releases at the repository? This would provide the possibility for users to download developmental but compiled versions of Lato for use.
