New argument HEAppE URL needed for HPC-DDI data transfer APIs

As there can be several instances of HEAppE on a given site, a new argument was added to the DDI APIs performing a data transfer to or from a HEAppE job.
The DDI plugin needs to provide this noew argument to the DDI API.
