Inconsistent 'article-meta' Class Presence Regardless of Category Tags in Docs Page

Current Behavior

Currently, we observe this background color due to the article-meta class, regardless of whether the category tags exist or not

Expected Behavior

The class should only be in the docs page if the tags or categories are present
