[CI] Add `version-resolver` to `release-drafter.yml`

Currently if a PR has been accepted and merged in, or if a PR has been opened, the release drafter will create a drafter for the next release, but it does not increment in terms of whether it is a major, minor, or patch release.

Update release-drafter.yml to include version-resolver
