Update site can be accessed onlu thru Eclipse update view.
Help => Install New Software... in order to add the plugin
Then enter the url, press enter, you should see Robotframework EclipseLibrary
plugin.
or
Help => Check for Updates if already installed
Update site cannot be visited thru http directly

i have found the reason, the url was refused in china. people should access it
in VPN
it seems that eclipse or sourceforge will refuse the connection if people from
china
the error message is
Unable to connect to repository
http://scrumvision.sourceforge.net/update-site/eclipselibrary/content.xml

the issues has been resolved , you can close it
