RF start, eclipse is launched, but nothing happens if RFEL is not installed

Using a 2 minutes default timeout.
and following exception message :
"Timeout reached before end of initialization
"  Check if EclipseLibrary plugin is installed"
"  Or use -timeout option in Start Eclipse keyword"
