USGS basemaps seem to have max zoom of 16, not 20 as defined

The USGS National Map basemaps added by #366 work fine, but at least in my experience, they always 404 when going below zoom level 16. Maybe this is a change on their end since they were first added?

Strange, ti confirm it's broken on preview page. But he tileset description from here https://basemap.nationalmap.gov/arcgis/rest/services/USGSTopo/MapServer mention " Levels of Detail: 24 " and it works well here https://www.arcgis.com/home/webmap/viewer.html?featurecollection=https%3A%2F%2Fbasemap.nationalmap.gov%2Farcgis%2Frest%2Fservices%2FUSGSTopo%2FMapServer%3Ff%3Djson%26option%3Dfootprints&supportsProjection=true&supportsJSONP=true
Maybe @sdbowman have clues on this ?

I have noticed the same behavior withe the U.S. Geological The National Map
layers in Leaflet as well. Not sure what is causing the issue.
