Change the way heating score is calculated

Rather than taking the highest warming index as the 9 for the score, then normalising all other indexes to the highest, use percentiles.
- order all anomalies from lowest to highest
- lowest 10% of temperatures are scored a 0
- highest 10% of temps are scored as 9
- group the other anomalies along 10% ranges
- anything < 0 just stays as a negative score
