Feature: Show Runs runtime in the UI

I would like to see how long a run took to run. I understand the semantic can be complex because a run might have multiple steps that runs sequentially, or not (waiting for human click). But in the "easy" scenario of plan + immediate apply, I'd like the UI to report how long it took.
