.guix-profile not available inside container

The .guix-profile directory is not available inside the container, when it should be. We need it to be able to access locales and tzdata and (possibly) other shared data.
Apparently guix environment and guix package now generate different profiles: The latter contains provenance information, the first one does not (hence, different input → different output). The best solution would be to start a container from the profile itself and not via guix environment.
