Friends cannot connect to public server

platform: windows or linux Windows
describe problem: I can connect fine on LAN, I have port forwarded 27000-27050 , 3478 , 4379 , and 4380 I have assigned a working GSLT and have unchecked the lanonly setting for the general settings.
does it happen every time or just once-in-a-while: They have tried repeatedly
did this work before and stopped working: It has never worked
if it stopped working, what changed? updated csgosl? updated csgo server? N/A
do you have sourcemod enabled? Yes
if sourcemod is enabled
does it help to disable sourcemod? Nope
do you have any mods enabled? which? Influx
do you have any mods that you have installed yourself? Nope
is rcon enabled? If yes, do you use the default port? Yes, and it switches back and forth between 27015 and 27016 when it doesn't work
Do you have more than one csgo server running on your LAN? Nope
