All_Modes tab changes are permanent and can't be changed in any way neither resetted to default

For some reason every single change in All_Modes tab is hard stuck, I can't change it neither in it's tab, it's file (gamemode_all.cfg located in csgosl/cfg) nor any other gamemode tab as they reset to value theoretically put in All_Modes tab. Even resetting the tab to default values using "Set defaults" doesn't work, as after the restart and clicking the "Save all settings" the values goes back to the ones I set up a long time ago. I even tried manually deleting the file and then clicking the "Set defaults" button, but it doesn't work either. I don't know what to do as it's pretty crucial to make my server work
after a few hours I found out some specific settings from other tabs were overwritting the All_Modes tab and after changing them I managed to fix the problem
