Please make this a task plugin so I can gulp DICSS, grunt optional.

Unfortunately, DICSS isn't designed to be used when gulping or grunting. DICSS should only be used during your runtime. There is a conversation about using DICSS in a backend at #7 which, if implemented, would make it possible to gulp or grunt your DICSS.
