Just a note for anyone else trying to get this building.
The current version (2.8) of Gendarme is missing the rules.xml file. To get
it working you just need to get this from <https://github.com/mono/mono-
tools/raw/master/gendarme/rules/rules.xml> and put it into your Gendarme
install folder (C:\Program Files\Gendarme by default).
