Unable to get BOM out of draft status

I can create a new BOM and save it.
But it remains on draft.

Root cause:
When at installation service provder was selected, the "Manufacturing Manager" is not created. With this role missing, you miss the right to submit the BOM.

Solution:

• edit doctype and add role System Manager with all permissions. Worked
