[Feature Request] Port the "Disable Soft Reset" core option from Beetle SuperGrafx core?

Hey, some systems use Start+Select combo by default to access RetroArch menu, but it conflicts with the soft reset of PCE.

A simple workaround is to change the combo and make an override, but when you're used to press Start+Select in every other cores, it's REALLY easy to reset by mistake :p

The Beetle SuperGrafx does have a core option for this:

And this is super useful! So my question is simple: could this be added to the Beetle PCE core (+ Fast variant), please?

I made a PR, only for Fast variant because the option is already available in the non-Fast one :) I thought it was only included the the SuperGrafx core, but nope!
