action usable trigger doesn't work?

I am using RPR soul slice, when I just do action usable trigger it doesn't work, Have to add cooldown ==0 for it to work
Then when I get to higher level now I have 2 charges of Soul slice, the aura just stops working altogether.

Am I doing something wrong? is there a way just to make the aura appear when it's usable?

managed to figure it out, action usable here doesn't work in the same way as weakauras action usable. just need to use charge count by itself.
