Use more granular permissions on Aragon to make payments

Instead of using default CREATE_PAYMENT_ROLE permission on Aragon's Finance app, it's more secure to create and grant new roles with integrated limits on the number of tokens to be transferred.
Also research ability to limit the number of tokens EasyTrack might transfer in some period (monthly/weekly).
