We need an interactive mode where the oracle cli computes the data to submit and waits for user input to actually submit a tx. That will be handy for a week or two in mainnet on start, and in the event of network turbulence.

dry-run doesn't cut it because the operator may get different results to submit on the next run that they didn't approve of.
