Keep (empty) categories?

Is it possible to keep categories which are empty?
Example: a category for delivery or cinema tickets. I have regularly one or more tickets inside those categories but of course I delete the ticktes after being used. But I'd like to keep the categories for the next time. At the moment the categories disappear which makes no sense to me.
