Access denied logs always show from the same IP

Funny thing is happening. All login attempt logs show the same IP. (Login attempt failed from 193.166.246.77). Doesn't matter who is trying to access the site.
The IP address's location from the Who is, shows Amsterdam, Netherlands. If I try to ban the address, the site becomes inaccessible for all (me included). I am wondering is this something configurable or some kind of bug in Drupal?

@Artmir could it be that your server is not configured to forward the original IP address of the user (X-Forwarded-For)?

@zohar Thanks for the reply. But why the IP from Netherlands makes no sense to me.
