VMWare laggy on battery

My Windows 10 VM (running with 4 cores on VMware) on i7-1370P with 32 GB is laggy when running on battery on Ubuntu 22 (and otherwise performant).

I thought thatSCHED_POWERSAVE_ON_BAT=0 would remedy this, but no longer since Kernel 3.5 according to 3017c1f?

What other TLP options specifically distribute more CPU power to VMs on battery?
