Mint-X: Not-functional buttons in headerbar are shown as active

There is a difference between the Mint-Y and Mint-X GTK Themes in how deactivated buttons are drawn, which can be seen for example in the trash:/// location:

Mint-Y correctly greys out buttons which are not clickable, whereas in Mint-X it's really not simple to see at first glance which actions are even possible. That has been the source of regular confusion for me ("Why is there a button for emptying the trash, even if there are no files in it?" and also "Why do I get the option to restore something? I haven't selected anything?"). It's very counterintuitive to have to hover over a button, just to see whether it's active.

I would very much prefer to have the same behavior as Mint-Y. Just make it obvious that something is not supposed to be clickable by greying it out. I can't think of a single argument against it.

Disabled states are even described in the official Android and Elementary OS Design Guidelines:
