If dragging tab often jumps to end of list of tabs

Issue
If dragging a tab and moving the cursor below or above the selectable tab area whilst continuing to drag the tab jumps to the end of the tab list which makes it very difficult to drag a tab frontward.

Steps to reproduce
See issue.

Expected behaviour
If the cursor moves above or below the horizontal position of the tab is not changed and I can move the cursor back into the selectable area to continue moving horizontally
OR
Once a tab is being dragged it will follow the horizontal position of the cursor until the mouse button that was used to start dragging is released (i.e. the vertical position doesn't matter).
