add support for terraform 0.13 beta images

The ljfranklin/terraform-resource:rc image now contains Terraform 0.13.0-beta3. Normally the :rc image gets auto-built when a new beta tag comes out, but my pipeline was failing due to some changing build steps in Terraform. Should be good to go now.
