Proposal for initial decision process

We have two topics on the table where we should take a formal decision:
Here's a proposal for taking such decisions:
- One member of the IWG creates a pull request for the decision and announces it on the iwg@llvm.org mailing list.
- All IWG members review the pull request and comment on the pull request. A ๐ (thumbs up) on the proposal indicates agreement, a ๐ (thumbs down) indicates a disagreement.
- To accept a proposal we want to see at least t10 ๐ and no ๐ .
- IWG members have two weeks to cast their vote.

I am not sure that there are more than 10 active voters :)

@lazyparser you were right, we did not get that may votes.We got 3 votes each ๐
So we probably need to find another way of deciding things.

Take it easy. This is one of the normal in FOSS community. If everything goes well, no one would speak up. :)
