Contributing experience enhancements

• Local dev docker builds all the images, which is painfully slow, especially for app-server
• We need a proper Contributing guide and a CLA
• .envs are all over, we need to make sure that .env.example files in each directory are good for local development off the shelf, and replace the values with docker-specific vars in docker-compose only
