Don't test against microsites in GitHub Actions

Currently tests are run in GitHub Actions against both LocalGov and LocalGov Microsites. This is unnecessary and just runs the same tests twice.

Tests should only be run in LocalGov. Any integration tests with microsites should be added to the LocalGov Microsites Group module; there aren't any of these in LocalGov Page at the moment.
