cbloader does not change anything

What steps will reproduce the problem?
1.reinstalled/installed Character Builder
2. Put cbloader.exe along with all other files in the same path as Characer 
Builder. Run it and it loads up character builder.
3. Nothing happens same old character builder

What is the expected output? What do you see instead?
Cbloader loading fine it was very smooth process but it seems like it didn't 
update anything. 

What version of the product are you using? On what operating system?
CBloader 1.3.0 and I am on windows 32 xp

Please provide any additional information below.
This is my first time using CBloader as I was told it will give me access to 
the new dragon magazines which I thought was too good to be true. I moved 
CBloader and all the other files it came with to the Character Builder path in 
my program files. It loads up the Character Builder but it did not make any new 
changes. I re installed Character Builder and Cbloader multiple times but the 
same thing happens. I also tried updating it but the updater does not seem to 
work. I've been at this for hours now any help would be greatly appreciated!

I'm having the same problem.  I have Windows 7 64 bit, and after installing the 
character builder, it seems that none of the custom .part files are applying.

Same problem, Windows 7 64 bit. I've reinstalled it a good five times to make 
sure I did everything correctly, and despite everything apparently going 
through just fine, I only have the core options.

Had the same problem, Win7 Home Premium 64 bit SP1.

Fixed it by:
1) Go to properties of your shortcut to CBLoader
2) In your "Target" field add " -e" to the end and select apply.
3) Run CBLoader via your shortcut. This worked for me, hope it helps.

1) Make sure you placed the file WotC.index at the right location 
(user/documents/ddi)
2) I had issues while installing the builder in the standard X86 path. 
Installing it in C:\Wotc\ fixed a bunch of issues.
3) Wait. The patching may take a few minutes. And you need to relaunch the 
builder.
