Can not see/access any additions

What steps will reproduce the problem?
1. Installed D&D CB and patched it to the state of Okt 2010.
2. Copied CBLoader files into the installation folder of D&D CB. 
3. Started CBLoader. A cmd window opened, where all the files from custom were 
loaded, about 40 of them all in all, including runepriest and vampire files for 
example
4. The cmd window opened the character builder and closed itself after the 
files were loaded. 
5. D&D CB runs smooth but I see none of the added options, such as runepriest, 
vampire, the necromancy spells for wizzards or similar.  

What is the expected output? What do you see instead?

Expected: Duh, stuff from the part files becoming an option in DnD CB?
Reality: Just what has been there before.

What version of the product are you using? On what operating system?

D&D CB patched to the state of October 2010.
CBL: 1.3.0
OS: Win7 Prof 64bit 

Please provide any additional information below.

I've been having this problem with Windows 8 and seen several fixes, but 
nothing's worked so far. The "-e" flag is the only one that I haven't been able 
to manage because every time I run it, it downloads all the .part files, then 
hits the error in Issue 18 and shuts down (which I think is occurring before 
the merging process). I go to my AppData folder, fix the .main file as in that 
issue, and run CBLoader again, but the second time, it says it's loading all 
the .part files and applying base and new data, and then runs CB but with no 
changes.

The thing is that the combined.dnd40, .main, and .part files seem to be intact 
and have all the information properly input. Either Issue 18 is stopping an 
important part of the extraction and merge process, or CBLoader somehow just 
isn't seeing the files in my AppData except for the occasional offending "" in 
the .main file.
