pls give

have you tried turning it off and on again

Rebooted. This is fine.

Update
After some overcomplicated work StackOverflow - How to pull a new submodule
eventually adding the missing submodule, clearing my .gitmodules files, and pulling from the GitHub upstream remote, I was able to continue my work.
