Progressive not Interlaced

Though the image is two alternating fields of 192 lines, the image is not interlaced from an NTSC point of view.
The two sets of 192 lines should overlap vertically as designed.

Currently the code alternates the number of vblank lines, which may be the cause of only half the image appearing on some LCDs, thinking its interlaced.

vblank, vsync lines should remain constant between each field, and enabled on the same line.
