docker file ownership problem, permission denied, chown seems broken

has nothing to do with volumes or mounts.
Step 21/25 : RUN chown -vR myuser:myuser /home/myuser
ownership of '/home/myuser/.bashrc' retained as myuser:myuser
ownership of '/home/myuser/.profile' retained as myuser:myuser
ownership of '/home/myuser/.bash_logout' retained as myuser:myuser
ownership of '/home/myuser' retained as myuser:myuser
Step 22/25 : RUN ls -thrlsa /home/myuser/
4.0K -rw-r--r-- 1 root root 807 Jan 6 2022 .profile
4.0K -rw-r--r-- 1 root root 3.7K Jan 6 2022 .bashrc
4.0K -rw-r--r-- 1 root root 220 Jan 6 2022 .bash_logout

the problem goes away when i run docker inside snap.
