[BUG] FATAL: database "oc-admin" does not exist

Describe the bug
After Successfully set up Open collector and reporting to XM, and running the command "./lrctl oc-db start" and "./lrctl oc-admin start" the following are the error messages for the connection with "MS SQL Connection"

| WARNING | MS SQL on the XM or PM is not available (based on the current configuration), or is not yet configured in OC-Admin. Make sure to start it before the oc-admin container, and/or to configure it next time you login onto OC-Admin. Will try connecting again in 120 seconds.
