This policy should only return receivers that are in the same closed room as the sender or broadcast when the state of one of the senders goals has changed. See MaBahaMAS for a good example of a level with multiple rooms.

Perhaps it could be a good idea to also create another policy which is a combination of this policy with the nearby-manhattan policy. Such as policy would only return receivers that are close to the sender and in the same room as the receiver or broadcast when the state of one of the senders goals has changed.
