Plugin admin area should be a pluging action call and a new section of the quick menu with a specific event should be created to allow this

There is no reason why a good plugin should not have it's admin area as part of actions. This should allow us to enforce the use of tickets on all admin areas reducing the chances of a plugin introducing a security flaw.
