Can NGUI `eventually` achieve flutter like capabilities?

This projects seems really interesting and i might invest some time contributing if

  1. Given that ngui uses opengl to render it's UIs, can it eventually achieve fluid animations, etc?
  2. I can't speak chinese is that okay? :)
