[Request] Add sp_help_revlogin

Is your feature request related to a problem? Please describe.
There isn't a convenient, programmatic way to get sp_help_revlogin installed as of now since the definition lives in a markdown file in MS's support repo.

Describe the solution you'd like
Since the SP is MIT licensed, lets include a copy in the multitool for ease of access and maintenance. It can then be handled via DbaTools or the lowlydba.sqlserver ansible collection.

Describe alternatives you've considered
Suggested it as an add to the FRK, but was declined.
