PermissionError when restore

Today I found my .gitignore file isn't a symbolic link anymore, so I decide to restore it. I got an error as shown below:

And I can't open the file I want to restored. It said I don't have the permission, but I did nothing to it. Should I add permission manually?
The file is /Users/xxx/Library/Mobile Documents/com~apple~CloudDocs/Mackup/.gitconfig.
This is so weird, I don't touch that file for a long time.

I'm getting similar errors too, but it appears to be with Library/PDF Services/Spark.app
