Adjusting video resolution and Network stream

when I put the link of some video in the app through the "Network stream" feature, the video won't load. I pasted a Streamtape video link.
and when I use local files I can't adjust the resolution to my liking, it's either "Stretch to fill screen" which makes parts of the video to be not visible or I either use the normal resolution which sucks.
why can I not use my fingers to drag and change resolution
