User story

As the backend developer of the EDC, I need to update the Craft config in the rubin-obs-api project such that the AssetManager config does not always evaluate to true so that the SAW1 region testing can proceed.

Definition of done

I have made the necessary change that allows for the Craft CMS dashboard to disable path caching.
