User story
As the dev-ops engineer of the EPO team, I need to ensure that the Makefile scripts related to database provisioning function as expected so the frontend developers and easily and efficiently set up their workspace.
Definition of done
I have fixed the issues with the Makefile script in the rubin-obs-api repo.
