Keep buttons in pop-up when losing consistent

Is your feature request related to a problem? Please describe.
When the pop-up shows after losing, it shows two of three options: continue, new game, and tutorial. It seems to randomly pick whether to offer the option to start a new game or view the tutorial, and it results in frequently tapping to go to the tutorial when trying to start a new game. This pop-up should be consistent.

Describe the solution you'd like
Always show the same options in the same positions. Either show all three, or don't even show the tutorial option, as that can be accessed easily by just going to the main menu.
