This is the error
ERROR: Could not install packages due to an OSError: [Errno 2] No such file or directory: 'C:\Users\marco\AppData\Local\Packages\PythonSoftwareFoundation.Python.3.9_qbz5n2kfra8p0\LocalCache\local-packages\Python39\site-packages\caffe2\python\serialized_test\data\operator_test\collect_and_distribute_fpn_rpn_proposals_op_test.test_collect_and_dist.zip'

i have a similar error:
ERROR: Could not install packages due to an OSError: [WinError 2] The system cannot find the file specified: 'c:\python39\Scripts\f2py.exe' -> 'c:\python39\Scripts\f2py.exe.deleteme'
