Stuck on trying to install torchvision

Have tried many times to install torchvision (which is installed) but after looking through the errors it tries to download it through piware (i think) and there is no windows version so it can't download. any help?

I double checked the error is actually about torch which I've tried using pip but it doesn't even exist

Update when trying "pip install deep_daze" it is stuck on this error:
